About the Project

The Ontario Ministry of Transportation has retained AECOM Canada ULC to conduct a Preliminary Design and Class Environmental Assessment Study focusing on the replacement and rehabilitation of structures, interchange modifications and establishing the footprint of Highway 401 for future interim six and ultimate eight lanes, from 1 km west of Highway 15 to 1 km east of Highway 2/King Street (approximately 27 km), including the Thousand Islands Parkway/Highway 2 interchange. The purpose of the Study is to identify a Recommended Plan that addresses current and future transportation needs in the Study area as part of the Ministry’s ongoing review of safety and operational needs for the provincial highway network.

The Study also includes:

Developing and evaluating alternatives
Identifying appropriate improvements
Determining potential impacts
Outlining environmental protection/mitigation measures

Class Environmental Assessment Process & Schedule

This Study will follow the approved Group 'B' planning process under the Ministry of Transportation’s Class Environmental Assessment for Provincial Transportation Facilities and Municipal Expressways (2024). We will evaluate alternatives based on technical and environmental factors, consulting with Indigenous communities, municipalities, regulatory agencies, and the public. Two rounds of Public Information Centres will be held to gather feedback. A Transportation Environmental Study Report will be prepared, detailing the assessment, consultation, impacts, mitigation, and preliminary design. Once complete, it will be available for a 30-day public comment period.

Use effective notification methods to reach the broader community and consider all input and differing viewpoints
Provide stakeholders with timely access to Project information, enabling meaningful participation
Foster a cooperative and productive consultation environment, addressing input constructively
Show how feedback has influenced the Study, acknowledging the importance of dialogue even when not everyone agrees
Make every reasonable effort to resolve concerns
